With the Powerline Adapters, if you have a second wireless router or wireless access point that is lying around or available from a friend, you can hook it up to the second adapter.
If it's a router, check and see if it will allow you to run in AP mode instead of router mode. If not then you'll have to configure the second router as a second network which should be fine.
Oh just looking at this it seems they make these adapters with a Wifi Extender at the end. So you wouldn't need an second Router/WAP if you get the kit that has one.
Though you want to make sure that it WiFi Extender will send the data it receives down the AC outlet, not through wifi to the router upstairs.
