Any function that's a natural monopoly (which includes utilities of all varieties) should be a public utility.

When you pay your electric bill in Seattle, you make the check out to "City of Seattle". It works great.

Like 15 years ago there was a lot of momentum for a public broadband utility in Seattle. Comcast lobbied against it HARD and finally got the city council to back off by promising various improvements of service. None of which they ever lifted a finger to implement once the pressure was off.

These companies are just the worst. Every one of them.
